Can a School Change an IEP Without Parent Consent?

Generally no. Changes to an IEP are made by the team, and you are a required member. The school should give you written notice before it proposes or refuses a change, and you should be part of the conversation.

An IEP is a team document, so in most situations a change happens at a team meeting or through a written amendment process that you agree to. Some states allow a written amendment without a meeting, but only when you agree. Districts must also give prior written notice when they propose or refuse a change in services, placement, or evaluation.

If you are told that a service changed, ask when the team made that decision and request the written notice. Keep a copy of the plan that was in effect. If you disagree with a proposed change, say so in writing and ask for a meeting.
