What Does Least Restrictive Environment Actually Mean?

Quick Answer
Least restrictive environment means your child should learn alongside peers without disabilities as much as possible, with the supports needed to succeed. Placement decisions start with the general education classroom and work from there.
What This Means
The team must consider the general education classroom first, then ask what supports would make that setting work. Removing a student from that setting should happen only when the needs cannot be met there with supports. Placement is about the full day, not a single subject, and it should be reviewed as your child's needs change over the year.
What Parents Should Know
Ask which supports were tried and what happened. Ask how much of the day your child spends with peers without disabilities. If a separate setting is proposed, ask for the reasons in writing. You can ask for a plan that includes both settings, such as a mix of small group instruction and general education classes. Placement should follow the goals, not the other way around.
What This Can Look Like
A student who needs reading support might spend most of the day in a general education class and receive small group reading instruction for part of the day. That combination can still be the least restrictive setting for that student.
Questions You May Want to Ask
- How much of the day is my child with peers without disabilities?
- What supports were tried before a separate setting was proposed?
- Can this support be delivered in the general education classroom?
- Why was this setting chosen over other options?
- When will the team review this placement?
